Joe Passiment: Beaufort County ARPA Funding Plan

Important Information

On January 12, 2022, Joe Passiment, Beaufort County Council Chairman, spoke to the membership of the Greater Island Council of Hilton Head Island and Bluffton’s Regional Committee on the Funding Plan for Beaufort County’s dedicated  ARPA Funds of $37.3M.  ARPA is the American Rescue Plan Act of 2021, a federal bill passed by the 117th Congress and signed into law by President Biden on March 11, 2021 to provide economic relief in response to the COVID-19 pandemic.  It provides funding for specific programs and services.  The Beaufort County Funding Plan was developed by County Task Force with Staff and Community Input.  The Plan will now start through the Council approval process with three readings by the Council and a Public Meeting.

The Funding Plan is presented in Priority Buckets of:

  • Workforce
  • Emergency Management
  • Good Neighbor Fund
  • Recreation
  • Innovation
  • Public Health
  • Infrastructure
  • Enterprise and Capital Funds
  • Third-Party Vendors/Staff (for Project Management)

The attached presentation shows the line items for each Priority Bucket.  As each line item is finalized with specific actions it will come before County Council for final approval and the required reporting to the State and Federal government for Accountability.
